Coordination Team Agenda

March 6, 2001

Note: Please note that although the City of Fresno is now responsible for hosting the Regional meetings, we will actually be meeting at the Fresno Metropolitan Flood Control District, at the above address.  Kyle Singh is the contact at Met Flood if there are any questions regarding the meeting place.  Stuart Conrad in on vacation till March 17 so Bill Fox will be taking his place as MC during his absance. Please contact Bill for any agenda items or other business.

A.      Welcome and introductions

B.       Status of ISIS Center and Agreements

C.       Discuss recent legislation passed by Governor Davis concerning the Public Records Act (AB2799). The Public Records Act (PRA) is contained in Sections 6250 - 6259 of the Government Code.  You may view the PRA at http://www.leginfo.ca.gov/calaw.html should you desire.  AB2799 amends sections 6253 & 6255, and adds section 6253.9.  In summary, AB2799, revises provisions of the PRA in order to make available public records in an electronic format if the information is kept in an electronic format.  You can also view AB2799 at http://www.sen.ca.gov/ by selection "Legislation", and then inputting the bill number under the current session.

II.        Subcommittee Status Reports.

A.          Administration Subcommittee: Chair: Bill Fox

Defined Objective: Develop ISIS Center implementation plans – Director, Kathy Moffitt.

1.        Discuss status of the license agreement. (November 7, 2000-CSU Fresno legal review underway)

B.          Street Names & Addressing: Chair: Randi Eisner

      Defined Objective: Identify and standardize street naming and address conventions.

      1. Letter with questionnaire being mailed to agencies participating agencies to outline address and street name problems.

C.          Training Subcommittee: Chair: Bob Slobodian

Defined Objective: Develop data center, training center and research & analysis services, regional standards for spatial layers, data exchange procedures, applications, RFP’s for computer hardware and software, ESRI User Group. Agencies provide internships to develop regional applications.  Each agency would send staff to train using real life - local data that they could relate to. Each agency will work with the University to schedule sessions and provide a trainer. Provide product reviews.

D.  Law Enforcement: Chair: Conrad Nerdahl (setting up a meeting)

Defined Objective: Integrate Police & Sheriffs, Corrections, Parole & Probation and Criminal Justice.

E.          Public Safety: Chair: Vacant/ Tim Stott or Joel Aranaz or Chief Madina (setting up a meeting)

Defined Objective: Integrate Emergency Medical Systems (EMS), Fire and Disaster Planning.

F.          Standards - Data Processing/Telecommunications Subcommittee: Chair: Dan Westbrook. Building physical tree structure to house data at the ISIS Center.

Defined Objective: Review UNIX/AIX, NT, Hardware, Exceed, NFS, NIS, TCP/IP, Internet, Security and Communications.  Locate Cable TV, P.G.&E. facilities and Pac-Bell facilities such as central office locations.

 

III.   Regional Sponsor Issues.

A. Defining membership, financial relationship, information access and licensing agreement.

IV.   Notes:

A. Bring the design of new layers to the Regional Coordination Team for review.

B. Converting Fresno County spatial data to California NAD 83 Zone 4. (Project on hold)
